A. BACKGROUND
PT Perusahaan Listrik Negara (Persero) [further called as PLN] is the Indonesian state owned company which is responsible for the generation, transmission and distribution of electricity throughout Indonesia. PLN is also entrusted with the duty to promote the generation of electricity with a view to accelerate the economic development of the country.
To fulfill the electric energy demand in Nusa Tenggara Barat province, PLN has planned to build, own and operate a coal fired steam power plant, PLTU 1 Nusa Tenggara Barat, for supplying the electric power for industrial and public use.
The plant will consist of two (2) units, having gross output of MW generator-net output of 10 MW each. The plant to be built will be state of the art technology, functional and will designed as well as capble of continuous, efficient and reliable operation with minimum maintenance under existing environmental and operation condition. All equipment provided will be of simple robust and conservative design, with generous built in safety factors and protective systems.
The plant will be generated using coal, which is receivd such from Sumatera and Kalimantan. The coal is transported by barge and unloaded trough coal jetty facilities, then conveyed and stocked to the coal storage area. The cooling system will consist of once trough cooling using sea water from teh Senau Bay.
B. OBJECTIVE OF THE SERVICES
To ensure the best quality of the Power Plants, PLN intends to engage the Consultant [further called as CONSULTANT], to undertake Construction Supervision, Quality Assurance/Quality Control, Monitoring of Environmental Management (UKL/UPL), Surveillance, and Inspection of the above mentioned PROJECTS [further called SERVICES].
PT Prima Layanan Nasional Enjiniring [further called as PLN E], a subsidiary of PT PLN (Persero) dealing with engineering review activities of the PROJECTS, and Consortium of PT AMYTHAS – PT GEOACE [further called as KSO AMYTHAS - GEOACE], dealing with construction supervision, quality assurance/quality control, monitoring of environmental management, surveillance, and inspection of the PROJECTS, and PLN Kalimantan and Nusa Tenggara (PLN Kalinusa) will be working together to ensure the Power Plants meet the quality as specified in the Contract Document of the EPC Works to be done within the schedule and budget.
The CONSULTANT responsible for conducting quality assurance and quality control for plant and equipment manufacturers at China and Indonesia. CONSULTANT staff will be based in Jakarta, Site (Bima) and China. The staff at China are Mechanical Advisor and Electrical/Instrument Advisor [further called as FOREIGN ADVISOR].
C. FINANCING
This SERVICES will be financed by PLN's Annual Budget (APLN).
D. SCOPE OF SERVICES
In general, the CONSULTANT shall carry out supervision, coordination, inspection and be responsible during manufacturing / fabrication works of Plants' equipment and materials to be supplied by the EPC Contractors which is as classified as Level I equipment in the Contract Document of EPC Works, prior to delivery. Further the Consultant shall carry out supervision and coordination equipment installment during construction period including testing and commissioning of equipment and plant system.
Specifically, the FOREIGN ADVISOR shall actively assist the PLN Kalinusa and be responsible to execute Inspection and Expediting Works, both during manufacturing and construction, i.e. Material / Equipment Quality Assurance and Quality Control (Shop Inspection, Testing including Procedure) and Delivery Schedule Surveillance (Expediting) covering the Main Equipment as classified as Level I in the Contract Document of EPC Works, such as : Boilers, Steam Turbines, Turbine-Generators, Circulating Water Pumps, Main Station and Unit Transformers, Instrumentation and Control System, etc., with the scope of services including but not limited to:
1. Review the EPC Contractor's Production Schedules and Delivery Programs and provide recommendation for acceptance.
2. Review and provide recommendation for acceptance of the Contractor's Quality Assurance and Quality Control Documents for the compliance with the Contract Document as well as applicable Codes and Standard.
3. Review Factory and Shop and or Field Testing Methods and Procedures.
4. Witness Factory and Shop and or Field Tests and Inspection (as required by the PLN Kalinusa) and review as well as provide recommendation for acceptance of the Test Results.
5. Prepare Reports by providing the findings and results of each Expediting, Inspection or Witness Test Visit at the Contractor's Manufacturers and at the Project Site (if required).
6. Review and comment as well as provide recommendation for acceptance of the EPC Contractor's Manufacturing Progress Reports.
7. Approve and provide stamped on Inspection Quality Certificate (IQC) which is prepared by the EPC Contractor's Inspector, prior to material or equipment delivery.
8. Assist the PLN Kalinusa in Engineering Design Review Activities including Review and Comment on contractor design drawing and document submittals for compliance with the Contract Document of the EPC Works and visit the site project location as necessary.
The above SERVICES shall be performed by experienced and qualified Engineers as described in Section E (Qualification of Foreign Advisor).
E. QUALIFICATION OF THE FOREIGN ADVISOR
The FOREIGN ADVISOR shall have at least 15 years experience with the related subject and have experience with China Power Plant Manufacturing and Construction Supervision Works as well as engineering design review activities for Coal Fired Power Plant with minimum capacity of 25 MW.
Foreign Advisors should have experience to conduct similar services for already in operation Coal Fired Steam Power Plant with minimum Capacity of 25 MW, which is now already in operation successfully. The scope of past services especially shall be in Quality Assurance and Quality Control as well as Delivery Schedule Surveillance of Main Equipment as described in Section D (Scope of Services).
Ability to speak Mandarin is mandatory for Engineers appointed to supervise the manufacturing process.

G. WORK COORDINATION
The FOREIGN ENGINEERS will work under coordination of Project Manager which will be further coordinated by and responsible to General Manager of PLN Kalinusa.
H. IMPLEMENTATION SCHEDULE
The commencement of this consultancy service and deployment of the FOREIGN ENGINEERS will be determined by the PLN Kalinusa. The services of the FOREIGN ADVISOR will be scheduled expectantly as follows :
In case any delay occurs in contract implementation of the EPC works, the FOREIGN ADVISORS may be requested to discontinue their services for some time. The remobilization of any FOREIGN ADVISORS to conduct the remaining time of his services will be determined by the PLN Kalinusa.

I. REPORTS
The FOREIGN ADVISOR is required to submit Reports and Documents (in English), 1 copies addressees to Head Office of KSO AMYTHAS – GEOACE, which will include but not be limited to the followings :
1. Progress Reports
a. Monthly
A Monthly Report covering progress for the calendar month summarizing activity in areas of the services.
b. Quarterly
A report every three months covering the services.
2. Minutes of Meetings attended by the Consultant.
Minutes of all meetings in which the FOREIGN ADVISORS participates, whether internal meeting or meeting with the Contractors and / or Manufacturers / Suppliers.
3. Expediting Reports
A report covering the findings and results of the visit to the Contractor's Manufacturer for Expediting Manufacturing Delivery.
4. Manufacturing Progress Reports
A report covering the findings and results of the visit to the Contractor's Manufacturer for Inspecting Manufacturing Progress.
5. Factory Test Reports
A report covering the findings and results of the visit to the Contractor's Manufacturer for Witnessing a Factory Test.
6. Shop / Field Test Reports
A report covering the findings and results of the Shop / Field Test.
8. Completion Reports
A Report prepared at the end of service concluding and summarizing activity in all areas of the services.
9. Other Reports Any kind of reports required by PLN Kalinusa.
